Attorneys who focused on nonprofit law were booked with larger organizations that needed steady, multi-year legal support, and demand for their time increased further under the new presidential administration. Small nonprofits couldn't find available counsel.
MCN and LegalCORPS built the Minnesota Nonprofit Legal Services Initiative to address that need. The Help Desk is free for any Minnesota nonprofit and is staffed primarily by LegalCORPS attorneys and pro bono counsel, with MCN providing statewide communications reach. The two organizations designed it to help nonprofits navigate federal policy shifts, funding scrutiny, compliance requirements, and legal uncertainty affecting governance, advocacy, and daily operations.
Two Shocks Hit the Sector at Once: Funding Disruption and Operation Metro Surge
Minnesota's nonprofit and social-impact sector absorbed two disruptions across 2025 and early 2026. Federal funding disruption left executive directors and boards uncertain about grant compliance and the effects of new executive orders. Kari Aanestad, Interim President at MCN, described the questions coming in during that period: whether organizations should scrub certain language from their websites, whether a new order affected their grant, whether their funding was at risk. No legal resource existed that was built specifically to answer those questions for nonprofits before the Help Desk.
Then in early 2026, Operation Metro Surge, a federal immigration enforcement operation in the Twin Cities, disrupted staff capacity across the region as nonprofit workers balanced their jobs with widespread mutual aid efforts and their own safety concerns.
Help Desk inquiries stayed modest during Operation Metro Surge itself. In April 2026, MCN and LegalCORPS expanded the Help Desk's scope beyond its original, narrower set of covered issues to whatever nonprofits needed. Monthly inquiries then rose from a steady 10–15 to 48 in April and 55 in May — a combination of the broadened scope, a wave of awareness campaigns, a well-attended compliance clinic series, and a backlog of questions nonprofits had been holding since Operation Metro Surge.
The System Dept.1 Built Before Cases Spiked
Between late 2025 and early 2026, ahead of the spring 2026 surge, Dept.1 Solutions built out LegalCORPS' intake, case management, and reporting capabilities in Salesforce. The build replaced two spreadsheets that Jackie Craig, who manages the Help Desk's intake, had been keying in by hand. Under the old system, Jackie estimated each inquiry required about 20 minutes between entry, cross-checking, and error correction. Monthly reporting for the Help Desk consumed a full business day, typically done after hours, and a separate marketing report added four to five more hours on top of that.
Dept.1's Salesforce system is the reason the April demand spike didn't break the program. The build automated intake so it required no manual entry, aligned data capture to MCN's reporting needs, and let attorneys log service delivery directly on each case.
Jackie put it directly:
the volume increase "would not have been sustainable on that spreadsheet."
With the system in place, intake time dropped to about a third of what it had been under the old spreadsheets. MCN's monthly Help Desk report dropped from a full business day to about an hour, and the separate marketing report saw a similar reduction. Jackie still runs a verification pass on both reports. The system also surfaced work that had previously gone unrecorded: half-hour attorney consultations that used to go untracked now show up as attributable service delivery.
Why It Took Two Organizations, Not One
MCN and LegalCORPS built a resource that didn't previously exist for Minnesota's nonprofit sector, and neither organization could have built it alone. Margie Siegel of MCN said plainly:
"We couldn't have done it without LegalCORPS."
Kari Aanestad described why the partnership was necessary. MCN had the statewide reach and the credibility with nonprofits across Minnesota. LegalCORPS had the legal infrastructure, the conflict-of-interest guardrails, and the liability coverage that MCN couldn't stand up on its own.
What the Help Desk's Data Makes Possible
Asked what would change if funding for the Help Desk went away, Kari Aanestad said the biggest loss wouldn't show up as a number. An executive director who has never contacted the Help Desk still benefits from knowing it exists if something goes wrong. Losing that would be a significant loss, and without reliable, timely, low-cost access to legal support, nonprofits would simply stop asking the questions they have now.
The Help Desk's intake data also gives MCN, the largest statewide nonprofit association in the country, a way to catch sector-wide problems earlier than grassroots networks alone would surface them. In one case, the intake data revealed a state agency's potential misapplication of a funding requirement affecting several nonprofits before it became a wider pattern. MCN and the affected organizations used that data as a paper trail to push back. Clean, structured data did more here than improve reporting efficiency: it gave the sector leverage and credibility at a moment it needed to be believed.
